The SEAO₂-CDR project (2023–2027) is a Horizon Europe multidisciplinary initiative that seeks to deepen scientific, legal, and policy understanding of ocean-based carbon dioxide removal (OCDR) as a potential contribution to climate neutrality. Coordinated by the National Oceanography Centre (UK) and Uniresearch BV, the project gathers 13 leading European institutions across environmental science, governance, and ethics.
Within the consortium, LUISS University plays a central role in examining the governance, regulatory, and ethical dimensions of marine carbon removal. Its contribution bridges environmental science with political analysis, exploring how international law, institutional design, and policy frameworks can ensure responsible and transparent deployment of ocean-based CDR technologies.
SEAO₂-CDR aims to identify sustainable and socially legitimate methods for CO₂ removal in marine environments, develop robust monitoring and verification mechanisms, and assess their implications for global and European climate policy. Through interdisciplinary collaboration and stakeholder engagement, the project seeks to inform decision-makers and support future regulation of ocean-based climate solutions.
